Does Friendly Fire Negates Teammates From Picking Through Death Stash

I'm currently writing a Blackout characters' guide and would like to know the following:

  • If a teammates kills me via friendly fire in Blackout, can he then pickup character's item and follow the suiting steps to unlock it? Or will the death stash be blocked for them?

  • Also, how long/what factors affect the death stash becoming inaccessible? Is it a timer thing, or something to do with the circle enclosing?
